The Baltimore Office of Promotion & The Arts' Artscape festival, in its 31st year, bills itself as America's largest free arts festival. The Charles Street portion of the festival includes one of the three concert stages, art cars, short films at the Charles Theater, the Baltimore Rock Opera Society, food (F) and restrooms (R).

[A] Art Cars

There's decorating your ride, with bumper stickers, fuzzy dice and such. Then there's transforming it. Don't miss the parade down Charles Street at 11 a.m. Saturday.




[C] Shorts at Charles Theater

The Maryland Film Festival hosts free screenings of animated, comedy, documentary, experimental and narrative shorts plus Brooklyn-based director Jacob Krupnick's debut feature "Girl Walk // All Day" in the air conditioning at the Charles Theater.




[W] Big Wheel

The people watching here is already pretty good. This year guests can gawk from atop a 70-foot Ferris wheel. Rides are free 11 a.m. to noon Friday, Saturday and Sunday and $4 per ride the rest of the weekend.




[B] Baltimore Rock Opera Society

BROS performs "Monster World" (25 mins.) four to five times daily.
